The subject immigrated to Israel in 1949, and presumably this photo was taken then. Assuming there was no special arrangement between the photographer and the government, this would mean it became PD-Israel in 1999.

At any rate, I don't know what sort of permission the OTRS system could possibly have; surely the copyright, if any, was owned by the government. If it was owned by the original photographer, I very much doubt that he wrote to OTRS, if he's even still alive! The source of the photo is given as the subject's son, so I assume the OTRS came from him too, but what conceivable right could he have over it? That is why I have moved the OTRS template to this talk page. If someone verifies that it does indeed come from someone who has a plausible claim to be the copyright owner, please explain here, and move it back to the page. -- Zsero (talk) 01:54, 15 October 2009 (UTC)[reply]
